Forget the chair. I favor a free-fall from the highest altitude helicopter in the Armys fleet. The Air Force would gladly donate the use of one of these, for a really long drop.
If 50,000 feet will be high enough. Use a B-1 and you can get another 10K. But if you insist on an Army aircraft, may I suggest:
Which only gets you 12,000 feet, but since they are often seen on the Ft. Hood flightline, getting a short use of one should not be a problem.
