It requires two citizen parents to be a natural born citizen. It's not the same as a citizen at birth, which IF he was born in Hawaii, he is. If he wasn't born in the US, he's either naturalized, or an illegal alien.
No, it does not. Anyone born here is a natural-born citizen. Even a kid born to tourists or illegal aliens. They're called anchor-babies. It happens all the time.
