The video shows the ball landing out of bounds as the clock ticks to 0.01 BUT, what does the audio tell us as to when the whistle blew?

Lots of plays are dead before the whistle blows. When a ball carrier’s knee hits the ground, the play is dead. If the ref waits three weeks to blow the whistle, it does not matter. The play is over when the knee hits the ground. Same idea here. If you have a rule that states differently, then quote it, and I’ll eat a nice plate of crow.
