Being placed on the BRACC list does no mean much. It takes a couple years to gather the data, make the study, grind it through all the evaluation boards (strategic, tactical, logistical, roles, mission adinfintem) and then make a recommendation. Which then goes to another committee then to congress, Think years. Then the facility can be reinstated for national security.

Of course an executive could do it -shazam
