The funding was delayed because it was needed for an more urgent project - a bike trail in Chicago. It was part of their preparation for the Olympic Games.

If its ready people will ask why you did’nt use it. If we had a patriotic President, I would be inclined in the direction of thinking that if people think it isn't ready, they'll be surprised when you use it.
