That document carries a heading of "Mombasa, British Protectorate of Kenya" A couple of slight problems with that: Mombasa was a part of Zanzibar until December 12, 1963, when it became part of the newly independent Kenya. Kenya gained its independence from the United Kingdom in December of 1963, but was known as the Dominion of Kenya until December of 1964.

I think there is a significant legal case to be made regarding Obama's father's British citizenship and his mother's attained age and length of residence in Hawaii at the time of his birth, but this purported document doesn't accomplish it.
