I am so tired of this lie. The surplus was a projected surplus. If the business cycle stopped and revenues held constant, we would have had a surplus.

But, the reality is and was, we still owed money.

Obama is just telling the lie one more time.

There was a projected surplus on paper that came about only because of the Republicans contract with America and balncing the budget. Congress holds the purse strings.

of course, I meant to type the Republicans had majority control of both houses of Congress from ‘94 to 2000.
