I didn't watch the whole speech and so didn't see them, but they would probably be allowed to applaud if he said something positive about the military or VA or veterans in general, otherwise they are supposed to stay neutral on policy matters since they do not make policy, they carry it out.
It maybe different with enlisted members of the military since apparently a couple of them were applauding and not just the soldier I saw or they maybe under different rules if they are guests of somebody.
