He is using a metaphor to show how all of us pay lip service to supporting the troops. I disagree with it, and it’s implication (that troops are stupid and easily tricked), but it does not mean what people think it does. It is the old liberal canard- that conservatives really don’t care about the troops. It is a dig at us, not the troops.
It totally changed the meaning of it. For yourself and others that didn't watch the video, here is the transcript. Notice how the money quote changes totally when taken in context.

He’s attacking the troop, not unlike telling the son his parents do not love him.
Maher is ridiculing the patriotic and emotional connection that exists between citizens and the Military, between parents and their children that serve, and the young ones that wait for their parents to return from tours of duty.
Maher’s cynicism thrives on the suffering of the Country and those that commit themselves to protecting it. He’s a parasite.

Actually they are not. They are the spoiled children who treat others like crap yet knowing they can hide behind the protection and security of mommy and daddy. They know the troops will protect them thru thick or thin and won’t retaliate, so they go out with their childish insults.

Look we have impossible rules of engagement. We don’t let them do what they have trained to do - blow things up and kill people. The Iraq mission is essentially completed, the troops need to come home. Afghanistan can be done in 6 months, if we let the troops do what we sent them there for.
What he said was correct, the troops have been treated worse than any of us would treat a dog. AND it was done by our own government under Bush and under Obama. This is inexcusable.
In short, let the troops do their job, kill the enemy and leave. No we don’t rebuild them.
This idiot just wants the headlines - ignore him and he'll go away.
