Most likely a gang issue or a domestic over drugs, Kools or whatever the crack of the day is.
OK the Pentagon is locked down. What kind of idiot would hide in military HQ?

If it were a big-time ROP operation, surely it would have occurred on the train — not outside at an entrance. So my guess is that the incident involves a jilted lover or a drug dealer’s enforcer.
