That means something different than if it were civilians on the train.
Cops and Security guards are on the frontline in the WOT.

CNN quoting Pentagon Police spokesman: "We believe two police officers are shot and one person in custody."

CNN adds George Washington Hospital tells them that they are treating three people from the incident, presumably the two officers and the shooter.

CNN further reports the lockdown has been lifted at the Pentagon except for the Metro entrance.
