Under consideration by the House is the Senate bill and a fixer upper bill. The original House bill is dead
The senate passed a bill and it will be a approved by the house. With this action there is no need to make the old house bill and the Senate bill to be massaged in conference until there is concurrance.
Then there is a second house bill that contains the fixes, the changes, necessary to satisfy the democrats holding out ( the no votes ). It contains all the payoffs and modifies the Senate bill to make it acceptable. The ultimate passage into law depends on Senate passage and then perhaps conference. That is the Rats who don’t like the Senate bill are depending on the senate to pass the desired modifications that were previously rejected when the original senate bill rejected them.
Republicans said they will assure their 41 votes will not allow the fix to pass. That can be taken to mean the no rats are being suckered. They are accepting it anyway
