State Dept. procedure in the last few year results in a certificate of citizenship. Kids who fell under the Act who did not receive that cert should get a US passport.

The main key to t his will be the INS stamp on their foreign passport when they first came into the US. This is the proof of legal permanent entry.

I am going to go out on a line and say that it may not have been this young lady’s fault that she was in this situation. Someone along the way should have seriously informed her that there is a VERY VERY great chance that an older child would have some serious behavior issues, including attachment disorder, and that he might never be able to love or form any legitimate human relationships. These kids with serious RAD are like stray cats and might NEVER truly trust anyone.
I do not approve of putting him on the flight like that, but I definitely don’t blame her alone for the situation she was put in. What the bleep is the point of going through all the hoops to adopt if no one had her study RAD intensely?? Or coach her in the specifics required? No single 27-year-old is ready for all of that.
However, unless Russia, like the United States, considers everyone born within their country (even to non-citizens) a citizen, then I am pretty sure they have acknowledged that our son is not a Russian citizens. That is, I think, the very reason they took the step of listing his adoptive parents as his official "birth parents" on our his birth certificate.
That was a very interesting but disturbing story of what can happen when one adopts children. In this case, I believe the boy had a alcoholic mother who lost custody of her child. Such parentage could cause her child to have severe problems.
I really feel sorry your neighbor or for anyone in that situation - trying to do good but being saddled with more problems that anyone should bear.
You will need a US birth cert (at least in my state) to get a state ID. The Russian BC only shows that you are the parents.
If you don’t get a US state BC, you can still get a US passport, which will be sufficient.
Unless Russian law has changed, Russia still considers your child to be a Russian (with dual citizenship).
At least in my state, the law distinguished between the reissued BC and actually having had the child while traveling. There are special laws for Americans who are in foreign countries due to their employ by the US govt. You need to check into getting a BC issued by your state. And you need to get a US passport for your child. Hold on to the passport that was stamped when your child entered - with your life.

No matter what, he was HER child. You don’t get to ship him back because he’s been acting badly for 3 months. Did she try therapy? Can anything be accomplished in 3 months. The child reported that she was yelling at him constantly and pulling his hair. Hmmm. Did her abusive behavior cause him to start acting out?
Any adoptive parent who doesn’t study attachment issues is downright irresponsible and should never be approved.
I’m not willing to call this kid RAD based upon granny’s and mommy’s saying he was. Granny also said he wasn’t abandoned because there was a stewardess on the plane. They sound crazy.

The problem with getting any kind of ID or license AFTER age of majority (18) IS the Russian BC. The adoption is recognized but that is a different issue.

All children who are adopted were not wanted. He was still her responsibility. She should have done the adult thing and worked through channels for a disruption and re-placement. But she couldn't even handle doing the adult thing. It seemed "granny" did it all:
