SNIPPET: "Three explosions have ripped through Burma's former capital Rangoon, killing nine people and injuring dozens others.

The blasts in Rangoon are the worst to have hit the city since 2005 The triple blast was reported alongside Kandawgyi Lake, where hundreds of people had gathered for the country's New Year celebrations.

A fourth bomb was later found and defused, according to official sources. Witnesses said people fled and ambulances rushed to help casualties. One Red Cross official said: "I saw blood on many people.

The rush to help the injured

So far it is unclear who is behind the attacks, which took place on the second day of Thingyan, the biggest Buddhist celebrations in the Asian nation, which is also known as Myanmar."

SNIPPET: "The circumstances hint at non-Buddhist ethnic rebels who accuse the regime of arresting, torturing and killing the minority population in Burma's restive border regions.

Rebel groups were blamed for another triple bomb attack five years ago, which killed 11 and wounded at least 162."

Warden Message: Burma Bomb Blasts Target Water Festival
CONSULAR AFFAIRS BULLETINS
East Asia / Pacific - Burma
15 Apr 2010

U.S. Embassy Rangoon issued the following Warden Message on April 15, 2010:

This warden message is to alert U.S. citizens traveling to and residing in Burma that at 15:10 on Thursday, April 15, 2010, the U.S. Embassy received reports that three or possibly four bombs exploded in Rangoon at or near one of the Water Festival pandols near Kan Daw Gyi Lake. Current reports indicate that two people may have been killed and at least sixteen people may have been injured. The U.S. Embassy is investigating the incident.

There is no evidence that there is any specific threat to U.S. citizens or U.S. Government interests. However, American citizens are urged to avoid the area around Kan Daw Gyi Lake for at least the remainder of the day. In addition, U.S. citizens are urged to exercise caution in moving around Rangoon, particularly in areas where large crowds are gathered, for the duration of the Water Festival.
