Lots of (clearly) empty threats, it’s not even a real legal document, it’s designed to stir up the true believers if they ever encounter it. It’s a propaganda message telling the soldiers what they are supposed to think.
It also sounds like they want a little plausible deniability with regards to Kokesh himself. It’s all about “principle” you see. Kokesh is incidental to the spitting vitriol they have over this issue.
