In Michigan it is illegal unless your vehicle is a registered emergency vehicle. Only Police agencies may use Blue lights. That varies from state to state. A OP told to remove my red lights in IL once, because there red was reserved for Police, Blue would have been okay.

He looks to me like what cops refer to as a “buff,” that is, somebody who’s a wanna-be cop. I bet we’ll find that he has tried and failed to join a police force somewhere in his area (probably failed the psychological part)..

He may be a volunteer fireman. Here in Ohio they use the emergency lights to get to the firestation quickly.
