The reason why whites marry at a later age, is so that they can be financially better able to care for children. Whites who raise their children in poverty are looked down upon much more, than blacks who raise their children in poverty.

That is because whites are better educated about artificial contraception than blacks. This makes them less likely to have abortions.
Many conservatives oppose abortions. But conservatives happen to be the group that is most passionately opposed to people having children whom they cannot take care of. Personal responsibility is the core pillar of the conservative world view. Conservatives are also the most furious opponents of welfare, and do not like to see their taxes being taken to support poor people. Therefore, conservatives should be more outspoken in support of artificial contraceptives, in order to reduce the number of abortions in America.
Considering the illegitimacy rate in the black community, marriage has little to do with it.
