1. It is in English, and whomever can’t understand it shouldn’t have graduated high school.
2. Milton was just awful politically — a supporter of the dictaorship of Oliver Cromwell, and a dreadful Puritan.

The same might be said of of whomsoever uses 'whomever' for 'whoever'.
