Israel has icbm, cruise, and Predator-knockoff. They only have to get close for the last to have a significant target radius with a range of 400+ miles and an altitude of about 35000 ft. All can carry nukes.

Get to within range of target somewhere in the remote desert, secure an LZ, set-up and launch, retreat.
