Late 90’s, I believe...heard it myself.
One day we will see Chris Matthews in the place where he should belong, a mental institution. It is super shitty to have one of the lowest rating cable TV news shows.
Yep, if you go to the Rush Limbaugh Show Wikipedia page it mentions:

also substituted for Limbaugh on the program once during the late 1990s, and has never substituted again due to negative fan reaction because of his left wing political beliefs.
I heard that show myself, and he came off as much more moderate, even though he admitted he was a Democrat.
Amazing. (It’s also amazing that you remember it, Matthews being the turgid bore that he is! But then, some things are so awful you just can’t forget.)
It's clear that the delicate, sensitive Chris is still bristling over the rejection, ten years later.
I heard it, too. I believe it was in ‘98.
In other words, Tingly desperately needs a ratings boost. MSNBC is probably threatening to replace his time slot with reruns of To Catch a Predator.
