Nothing else could be expected from Villaraigosa. He owes his position to LA's Hispanic population, and would never dream of saying or doing anything that might alienate them. Therefore, Arizona must act on the implications, and end all sales of electrical power to Los Angeles until the "boycott" is officially denounced.

Arizona should use this to get back the money that the LA boycott would cause. Simply raise the power rates to LA.
