It specifically points out, If you are 12 or older and have never received a SSN, you must apply in person. I wonder if that regulation was in effect in the mid 1970-s when the SS number was supposedly issued. I think not.

I got my SSN in the late 70’s, in Texas, and I had to apply in person. My step-dad had adopted me (and my sister), so we both needed one. I was born in 70, she was born in 72, and we both had to go in person to the SS office to get a card.
