This is not at all uncommon. The problem with the probable cause is that his fellow officers screwed up the case deliberately. They committed a crime and will get away with it. I have seen this personally too many times. They never follow procedure if they have the slightest chance of getting away with it.

This is not at all uncommon.
Unfortunately correct and it isn't always cops that walk. I knew a guy who killed an elderly pedestrian years ago while drinking. He spent one night in jail and got a good lawyer and ended up with probation. I know another guy who has been arrested for drunk driving at least 8 different times.
Several years ago a local off duty cop was in an accident while drinking. He lost his job and got probation.
