Quite possibly (actually likely) they simply can’t afford to do this for free. The rationing has begun.

I’m really afraid people have forgotten the government now owns the rights to thier lives with health care and WILL decide who gets treatment and who lives and who dies.

As I read this article, all affected residents found other accommodations. What's the problem?

The gist of the problem seems to be that the affected residents suffered from an unexpected or unpleasant relocation.

None of them suffered from a lack of service. The so called trauma seems to be a stretch of the author's wont of an unpleasant theme.
