It’s outside the state buffer (3 mi) and the federal (12 mi). What exactly is the Exclusive Economic Zone (200 mi or 1/2 the distance to the next country, whichever is shorter?)
I'm not entirely sure. I've been wondering for a couple of weeks exactly what recourse the US has aside from emotional rhetoric. I really am curious what authority a country can exercise over a foreign company (or gov’t) operating in international waters.
