I think it had something to do with where the incident took place. According to the victim, she was in the basement of her dorm... a freshman female dorm that is only supposed to be accessed by a key card. Mr. Greene had been warned before to stay off of the campus, so one has to wonder if he has a history of this kind of behavior.
He was stationed in Korea - where pretty much the lower scoring troops from boot go -
