“...The former [Bush] official said any move to broaden that authority and use it on a mass basis would be “woefully inappropriate,” though politically brilliant.”

Read those last three words again: “though politically brilliant”. This is what our nation has fallen to — when politics trumps what is best for our citizens and our nation’s welfare. It isn’t brilliant; it’s criminal.

There is no questioning by that former Bush official over whether it is moral, absolutely no questioning whether such an EO is right or wrong, good or bad, for our nation at this time or at any other time.

It is a fratgment of a quotation reported by a reporter. You have no way of knowing whether the Bush official raised morality or the damage it would do to our system.
