I think funding would still be a big concern. Also, if someone with deep enough pockets were to fund it, then they would essentially have their own state sanctioned private army, and that would probably bother a lot of people.

Estimates are as high as 40,000 here in Michigan consider themselves to be militia members.

That scenario presents a dangerous situation with too much power belonging to one person. It's better to disburse funding among many people who want to volunteer.
