President Obama told a Wisconsin town hall today that the unemployment rate is lower than it would be if the Recovery Act (the stimulus) had not passed.

Part of the answer, I think, is that, month after month, a fraction of the unemployed become “discouraged workers”, and drop off the list. Or get temporary employment for 1 day out of the month, etc.
It is as simple as lying....err, I mean, change the denominator....the denominator being the number of people in the “labor pool”.........lower that and the lower number of people “working” .........voila!.....the percentage remains the same or might be lower, depending how much you want to “lie” about the denominator!
