I think the solution would be that no LEO is allowed to break into a house. It's more boring to have to do a stakeout and nab someone on the driveway, sidewalk or street.

That and it might give someone time to flush drugs down a toilet. According to our government masters, it is much better to put lives at risk than to lose a little bit of evidence.
