After the Soetoro adoption was anulled, Barack Hussein Obama II was issued the COLB by the Hawaii DoH through a Court Order. But, his citizenship remained as an Indonesian National. As an Indonesian National and Permanent Resident of the United States, Obama eventually qualified to naturalize as US Citizen.
Obama eventually qualified to naturalize as US Citizen. Being qualified isn't the same as becoming one.
I've followed this issue from the start, and this is the first I've heard about the adoption being 'annulled', or seen the document that you posted.
