Arpaio's office had said it has fully cooperated in the jail inquiry but won't hand over additional documents into the examination of the alleged unconstitutional searches because federal authorities haven't said exactly what they were investigating.

Sixty years ago, I taught school in the Rio Grande Valley, in a high school that was 70% Tejano. It was an English only where students were not supposed to speak English is the hallways. Only two members of the faculty were latino, one who taught Spanish. The kids would sign up for her class, hoping for an easy “A”. The problem was they had no grammar, no vocabulary beyond what one would need at home. They literally could not THINK in Spanish, and their English was poor. The Spanish teacher said: they are BI-illiterates! Ignorant in two languages.
I think this may be what Obama and the DemoSocialists are hoping for.
