Wow, McConnell can't win for losing, can he?

First, McConnell is not "famous for" empty gestures. He has only been the leader of the Republicans in the Senate since 2006 when the Democrats too over. In that same year he recieved a 100% rating from the ACU.

If he promises to repeal Obamacare, people say it is an empty gesture.

If he promises to not fund Obamacare, people say he is against it's repeal.

Catch-22 for McConnell.

with NO RIDERS ALLOWED,
that address individual egregious aspects of 0bamacare,
that are easy to understand [by us “rubes”],
and that are only one page.

Pass these through both houses and dare 0bama to veto.
