It was reported to be Semtex,,,

If that report is true then they were never intended to go off.

Oh, the report also said they were designed to be triggered by a cell phone or something similar. Would you send a bomb half way around the world that could be accidentally triggered by someone else's random transmission?

I don't know much about explosive devices but that sounds like a flaky thing to do. But if it's missing a power source for the detonator who cares how many radio signals hit it?
