It’s (still) a free country, people can leave California.

I wish I could, but it's very difficult for me to do. My house is worth about 40% less than I paid for it, making it difficult to sell. My small business is rooted here. I would pretty much have to surrender all the hard work I've done for my business and start my professional life anew in order to leave.

There are alternatives to explore. My sole proprietorship currently travels to two other states and does business there on what basically are short road trips. Can legally do business in two other states. This year I had more sales in one state in one day as sales to California residents in the last quarter. And my business is based here in California. You may be forced to leave just due to slowing business. No way will the economy pick up in Kalifornia. Home values however are going to continue to collapse. Some are just probably walking away.
