"Jihad" means struggle. Fully implied is the goal of that struggle: Sharia in full operation world wide. The Quran fully endorses—but does not require—the use of violence to achieve universal Sharia. When, why, how and when to use violence is left up each Muslim. Few of them will commit to never using violence as a tactic in their struggle to impose Sharia universally. That's because, if they honestly think violence will be more effective than some alternative tactic, it is their religious duty to use it.

Obama is equivocating. Jihad has one clear meaning.
The only issue is implementation - violence or peaceful means.
The result is still religious slavery.
