It’s been a long time but I think a big issue was that the bulk of Louisiana’s NG was deployed in Iraq at the time. But then Blanco sat on her ass about allowing other troops in. Just like Nagin sat on his ass with the buses.

Nagin could do nothing with the school buses. The president of the school board, Aunt Phillis BLANK-O had made sure a resolution was past just six weeks before Katrina hit that no school buses could be used for emergencies. She would not budge. Check it out in the archives of the NOLA Picayune.
