Russian sources say it was American. Also say the Chinese tested a sub EMP weapon on that cruise ship. An American attack sub took a shot at the chi-com.

Russia would have claimed credit for the launch if it had been theirs so it appears that something did happen between the U.S. and China between the launch and the cruise ship incident. We'll never know the truth, though.
