Language not only expresses what we are, it shapes our selves.
The phrase quoted above is a disturbing example of how we have become inculcated with the notion that only White people are capable of racism.
There is no such thing as "reverse racism." A policy is either racist or it is not. If it favors one group over another based on race, then it's racist - and that's the end of it.
We have to stop soft-peddling our characterization of those who do violence to justice (and its institutional "Department of") by not calling them what they are - racists.
To socio-babble the explanation as "reverse" racism, only perpetuates the notion that they are reacting against a wrong, rather than the truth - that they are commiting a wrong themselves.

You're very correct. The issue is not a minor semantic quibble. Racism is racism, and the very act of assigning different terminologies to the offense based on color of skin is, itself, racist.
The term "reverse racism" should be called out for what it is every time we see or hear it. Thanks for doing it here, and thanks for the reminder.

Yeah, that stuck out at me as well. I always argued against the term “reverse discrimination” for the same reason, now do I have to start all over again?
