Amendments???.... They can submit what they consider problematic (advice) but they can't amend.

Senate should be giving an up or down vote on this.

Russia has not signed off on this. They had....but they withdrew their signature.

Which means that the only nation bound by it would be the US, which makes this one-each royal screw job.
