No one in the administration can bring themselves to accuse anyone who has comitted a terrorist act, a terrorist. That runs the risk of upsetting them even more.
If the risk level wasn't excalating, it would be humorous.
The only thing that's going to wake this country up is some major attack or an all-out war. I'm convinced that day isn't too far off in the future.
