Dams in CA were built for flood control, not water control. Before the dams the valley used to flood almost every year, levies didn't work well enough. There were years when people were able to row between Stockton and Sacramento.

That said, they have since become a tool for screwing over the farmers and the consumers of food in CA.

The fact is, it isn't the dams that are bad, it is the people we put charge of controlling them who are bad, in other words, politicians.
