I agree. Only the shooter is responsible. But if one wants to look further, then the next one would be this creepy Sheriff Dupnik. He failed, and failed badly to prevent it. From his own statements, it is obvious he is not suited for the job. He is way to out of touch with the world.
The High Sheriff of Pima County stepped right in it. He is a liberal idiot!
