Why didn't they mention the arrest of the kidnapper? My thoughts also. If she got her money at 21, why did she wait until 23 for the miraculous story.

The biological parents won the award. I expect they might have even had her declared dead after her 21st birthday.
Those are details not yet covered by the media. Her own pursuit of her birth is the big story.
