Okay. A BC with the surname Soetoro when the mother’s name is Dunham and the father’s name is Obama? I doubt any such BC listed that way would pass the smell test, especially in a 1961 moral climate. I thought Soetoro came later.

Whe a child is adopted a new birth certificate is issued with his new parents’ names and his new name. The old birf certificate is sealed.
Date of birth on the new birth cert can also be changed within reason
