If Ocare is so great, why are waivers even needed or wanted, shouldn’t the masses be lining up for it? We know the reason, but this should be the eye opener that it is a failed plan.

I will bet that someone profited (or will profit) from the granting of these waivers. This is one of the most vile things that goverments can do. It's like selling indulgences.
Where I live, there is an item pricing law. We were told how stores that did not individually price items (as opposed to shelf pricing), were evil, how they didn't care about old people, etc. They made a law to stop the evil practice. However, a store can purchase a waiver from the state. I guess that makes it ok. It's one of my pet peeves. Same thing going on here I guess.

How is this any different, when Big Donors are suddenly exempt from Law that applies to the rest of us?
