My husband was born in 1958, and I don't recall that he ever had to register, but I could not remember what year registration resumed.

I suppose they started it back with guys turning 18. Looking back, I'm surprised that they didn't make it retroactive from the time registration stopped previously. I am also a bit surprised that they did not include females. (And that they never have done so since).
