I’ve heard the main reason they had not used this tactic is because the majority of their funding comes from the US.

This was certainly true for the Irish Republican Army. Tom Clancy's book "Patriot Games" dealt with the scenario when a thug from an IRA splinter group broke the taboo.

I had not heard of a similar taboo with the jihadists. Don't you think 9/11 might have put a damper on fundraising here?

No, I think its probably increased funding from muslims in the US. Not to mention the money our govt is giving them directly. aka $900 million to Hezbollah (or was it Hamas).

No. Between feeding their own machine (through contributions to 'humanitarian agencies'), and the liberals, progressives, and other ill/misinformed and stupid people out there, I have my doubts that they have suffered any great decline in fundraising. I also question where billions of dollars unaccounted for have gone during this administration.
