No, House Democrats came back after the Republicans agreed to not bring up the redistricting bill in the regular session.
Then, the governor called a special session. The Democrats prevented the redistricting bill from being brought to the floor of the Senate under rules that require 2/3rd of Senators to approve.
The governor called another special session 30 minutes later, after finding a way around the 2/3rds rule. This time the Senate Democrats fled to New Mexico.
A month later, John Whitmire returned, restoring the quorum and the redistricting bill passed. His stated reason for doing so was that he wished to preserve consensus in the state Senate instead of allowing no-holds-barred partisan civil war to continue. BTW, Whitmire is generally considered a good guy even by conservatives, and I'm surprised he went along with this nonsense, albeit temporarily.
