I think the headline is correct. Tell me what about this article tells you differently. Below are the quotes from Holder in the article. The article is not inflamatory, it is Holder that is being inflamatory.

Personally I’d say the money quote was right up front: “Holder announced Tuesday that he was fed up with listening to whining whites who claim the justice department deliberately blocks investigations of black on white racism.”
Put fed up with listening to “whining whites” and “my people” into the context of everything else he has espoused and done, and the headline used is by no means a stretch. Poetic license? Sure, I’ll buy that. But if the bigotry fits...
